Official screwed up, but not by missing the flag. They didn't blow the whistle when Murray was down, so the defender hit him legally. But because he was down, he put the ball down. Since he didn't blow the play dead, defender could reasonable play the loose ball as a fumble. Which yeah, is gamesmanship.
