Quick googling tells me that at least for the last ~40 million years it's been within a percent of what it is now. 40 million years is <1% of geological time. Basically any time more than 500 million years ago there was less than 15% atmospheric oxygen, and any time more than 1.2 billion years ago, there was less than 1%.
