It looks like he might be drawing in Clip Studio Paint? That’s a Japanese paint program aimed specifically at people who want to make manga, and it comes with that stroke stabilisation and frame creation. He’s definitely using some sort of tablet pen since the lines are weighted. I got to admit, as nice as it is seeing how his style look using tools actually created for drawing comics, they’ve lost some of the charm of the original pictures carved with effort with a sticky mouse
