How does Wheel of Fortune look so bad?

The player models and animation would have been acceptable on the PS2. The textures wouldn't have been terrible on the PS3.


This is a PS4, the same system that powers Spider-man, God of War and Horizon: Zero Dawn. How in the hell is it dropping enough frames to stutter like that?
