Capcom goes in cycles that way. Lose money for a while, executives throw up their hands and let creative off the leash, we get a spat of good, often revolutionary games (see also RE4). Then the Capcom Sequel Cycle kicks in and we have 5 or so years of solid games with diminishing quality, until finally everything sucks for a few years and then the cycle renews. That said BoF has been dormant so long it’s an open question if anyone in creative knows or cares.
