This sets a dangerous precedent that police can and will use excessive force in basically any situation where a person refuses to comply but behaves non violently.

The irony of the situation is, according to Yle the police still had to carry the protesters one by one (who never showed any sign of violent resistance) because spraying doesn't actually do anything (aside from mild irritation). But poliisikansanedustajat seem to think spraying the protesters was the solution to the problem.
