I apologize, it was a lame joke. The book The Jungle which was referenced in the post above mine caused an uproar not because it detailed the horrible working conditions in the meat industry in general, but because it contained bits where human meat was mixed in with animal meat, to be sold on to consumers.

Despite it being a "satire show", "I'm not a journalist" (though I guess that's more Colber' than Oliver?) etc., there seems to be a vibe that they have to be 'serious' on the actual show, and the web exclusives are for being silly. I mean the people featured this week were heinous, but it was a webisode about rocks, furries and a crazy JGB lady.

It doesn't specify the means, but it isn't an unreasonable assumption that the guideline "Maintain humanity under 500,000,000 in perpetual balance with nature" would entail some sort of culling policy, even if it were limited to, erm, limiting reproduction. I guess doing it by lottery alone would not be eugenics per se, unless we believe in hereditary luck :shrug:
