That starting statement is a boilerplate anti-libel protection. It's basically saying that they don't claim that the actions and representations of people and locations depicted in the work are representative of any truths about the those people or locations. They might be "inspired" by them, but it means that if you have Richard Nixcon stab someone in the eye, Richard Nixon's estate can't sue you claiming that you published something that claimed that Nixon was an eye-stabber, because you explicitly said the Nixon in your game isn't supposed to be a representation of the real Nixon.

So the game expects you to have gotten an optional fusion but not gotten the good ending? Weird, usually sequels either assume average completion or 100% completion, not a patchwork.
