 The way the briefing video makes it seem, the troops at Kalana Steppes are waiting on reinforcements from the Air Base. Let's take out the air base first, denying the reinforcements to to the Leasath troops. After you take the airbase, then you can clean up the troops. Go for Mission 9A first.
