wouldn't an interstellar civilization with matter synthesizers have functionally unlimited material and energy resources? if it was "cheap" to move resources around and reconstitute them at a subatomic level, wouldn't it then make sense to move resource extraction and polluting industrial processes away from habitable worlds?

Star Trek has all kinds of hand wavey plot contrivances but banning resource extraction on central federation worlds feels like a reasonable step if the alternative is robotic asteroid mining or whatever to stuff into your matter recycler

like being a miner is probably boring and dirty but there are billions of people in the civilization, surely more than enough people are interested in the work voluntarily to fill the necessary positions
