You can't just go immigrate to any country you want. Nowhere on earth is this a thing. You need a job or a marriage or to be there for school or go somewhere with a pre-existing immigration agreement with your own country. Or be a refugee. Or be independently wealthy.

Even the US immigration lottery is based on letting in amounts of people previously underrepresented in the immigration lottery itself.

Again - countries don't just let people in.
