The demons keep killing young talent before it can blossom into someone on the hashiras' level. There's less than 10 of them, and they have teamed up before. Shinobu and Tomioka both went to the spider mountain. Iguro was on his way to assist Usui, he just arrived after the fight because Ume was provoked and attacked early. And Rengoku did extremely well for fighting alone against Amaza, the third strongest non-Muzan demon, forcing him to sever his own arms and flee the light of the sun.
