Meanwhile look at "trickle down" supply side theory - it has made specific predictions which definitely did not come to pass. Its accuracy is about what one might expect from random guessing. Anyway, rationally you'd want to employ something like Bayesian decision theory which would tell you that you don't need 100% accuracy nor is that even attainable* really. You just decide based on the probabilities. No real scientist worth their salt would tell you that they have a 100% confidence interval in anything but that doesn't mean we can't use Theory of Gravity to model the future and make decisions accordingly. And if it turns out we discover a piece of evidence that is strong evidence that our operating theory is incorrectly modeling reality then we can account for that and adjust and make decisions going forward based on that. * 100% confidence requires you to know the result of an infinite amount of possibilities.
