Dive bombers get the ability to carry torpedoes at some point, usually well before missiles. At that point a dedicated torpedo bomber becomes kind of pointless.

You've got at least 2 players, and it is probably going to take at least a week for each term, so maybe just go ahead and make the thread? Especially if you have to spend a while picking a nation and ruleset (as I said, I think varied tech would be a hard must, but there's some other stuff that would need worked out). That would probably be the best way to generate interest.
