South, Plutocratic Plutocratic's gonna take some explaining, but if we go south we are unlikely to face anyone we really need a massive military advantage against, and plutocratic gives us a relatively even halfway mark between something like quality and trade ideas.(I also just like stacking advisor cost discounts with innovative/diplo/influence and plutocratic)
