Google rivet nuts and see if you can find something that will work for you. They work like a drywall anchor, fit through the hole and then as you pull it down it swells behind the panel, usually with a rivet gun type puller. But if you can get it to bite, you can install it by tightening a bolt in it. Some are designed to pound in to the hole so it doesn't spin as you swage it.
