I am by no means an authority on this so I may say something wrong here but Japanese culture has a very weird/interesting history with LGBTQ rights and media depiction. The stereotype I used to understand is that they largely didn't care about the depiction of gay relationships in that, hey, "it's a fad. They'll grow out of it and make families and babies it's cool." So there wasn't an explicit ban, but it was seen as deviant and out of step with society and they'll come to their senses soon enough.

The right wing government of Japan currently, well, I don't know enough about their politics to say anything specific but I'd imagine Shinzo Abe isn't a big LBGTQ advocate to put it lightly. Admittedly, when I deep dived into anime I was surprised to see how common gay/implied relations were. Short list of stuff I've seen that specifically has m/m w/w (the latter is depressingly more common for the reasons you think)

poo poo I had a longer list in my head but the names escape me. To be fair some of those are minor (Kill la Kill only drops some minor hints until the end) and ones that, say, could be written around cleverly to censor them. Bloom into You very specifically brings up the 'fad' notion and briefly delivers one of the biggest 'gently caress you' to said notion mid season.

On Maidens, I feel I liked it more than most of the admittedly only slightly more pessimistic impressions of the full season. I don't have much to say about it right now, but I will say one of my stand out favorite moments is when Izumi has to specifically declare his romantic and physical attraction separately. You really don't see that kind of lesson in general, I feel. And that poo poo's complicated.

Meant to add Utena, though it's another show I haven't gotten around to seeing. There's also Stars Align this season, but also... haven't started that yet. They make a lot of these things, don't they?
