Makes sense for them to be the "survivors" of a nuclear apocalypse The shiners are what's left of humanity after a war, this isn't a spoiler as the game doesn't really go into specifics but The Old World is filled with broken tanks, nuclear warheads and radioactive waste, it's pretty safe to say we blew ourselves up.
