On sharks being cute, nurse sharks are pretty up there in the ranking. Hakama have openings at the upper thighs because they are tied closed at the waist or ribcage, but any skin is usually covered by the kimono/gi/shirt worn under them (like tucking a long shirt into your pants). Super big openings showing the whole bare thigh like that are just for eyecandy, like the classic exaggerated sexy nurse uniforms.  Aside from the amount of skin she's showing, Fuku is wearing something that someone in her profession would actually wear.
