The legal concept you're thinking of is called maintenance, and it seems that some places in the US have tried to make it illegal but that's run up against some pretty significant First Amendment issues. So the answer is "kinda, sorta, maybe, sometimes".

There's also a legal concept called being "libel-proof" where a court says your reputation is already so bad that nothing anyone says about you can hurt it further, so you basically can't sue for defamation any more. It was one of the defenses raised against Vic's lawsuit, although I don't remember if the court actually accepted that one or not (as opposed to the lawsuit being thrown out because he admitted under oath that the specific things the defendants accused him of were true).
