I don't know anything about the actual history here but I have some predictions/speculation I want to throw out there: Rudy being fed up with Frankies drug dealing ways, puts a hit out on him. Tommy, instead of killing Frankie, sells Rudy out to Gotti because he likes being in the drug business. Thus the era of the nice guy gangster ends.
