Deku had to learn how to inherit All Night’s legacy while making it his own and not just being a copy. Shigaraki is basically doing the same thing just on a bigger scale. You are correct that he doesn’t quite fully know what he wants be and that’s intentional

Bakugo doesn't really start to improve as a character until season 3, but I do like how both he and Deku innately understand that holding back and not fighting using your full strength is super disrespectful to the people you're competing with.

Also it's easy to say that they made the wrong call in the alleyway but given Overhaul's quirk it could easily have gone horribly wrong and it's only in retrospect with knowledge they didn't have at the time that we know otherwise. What's really more telling about both them is how they respond to it emotionally. Even if they didn't make a mistake from that perspective they both treat it as a moral failing. That's what makes them heroes.
