I'm going to go out on a limb, but I bet someone also sold them on moving from Server 2008R2 to 2016 since 2008R2 is coming up to it's end of life. Neither of those, or your new proposal, address the core issue which is that's it's 10+ years old. Any money going towards "fixing" it needs to be put towards replacing it. You spend a few grand putting all these new SSD's in there, but the 10+ year old motherboard will die in 6 months and you'll be tearing your hair out trying to find a second hand replacement of unknown condition while everyone's screaming at you that it needs to be fixed because it's costing them so much money!
