just punching and bombs hurt him i think, and the big thing was he was immune to damage while doing any sort of attack. but it was horrible to figure anything out because you still get the normal points for doing any sort of attack to him even if it doesn't do anything

presumably other (fairer-minded) judges exist in toontown's history, as implied when lieutenant santino tells eddie that doom had bought the election. it's a criticism of plutocracy not the system itself so if you read my comment and think i'm saying "you're a bad guy" that says more about you than anything.
