Yes it is, and I got spooked a couple times during quals, and somehow the range Security Forces guys didn't even notice until I pointed it out and they finally called the 2-3 guys out.

Had a guy, during the 'lean against the wood barrier' portion who stepped back, with his gun at the ready, and sweep the entire left hand side of the range with a half loaded clip still in and safety off.
