This is because in Red / Green / Blue and Yellow pokemon always get EVs, there is no cap. EVs are added to the pokemon stats as state EXP when the pokemon levels up, rare candy means you didn't fight anything that level so you don't get any stats other than base, which is why kids thought rare candy was stupid and made your pokemon weak, it did. That just didn't carry over to any future titles.

This is why if you broke leveling with missingno your pokemon basically got insanely strong, they could still get stats, and why if you had been grinding the elite four for months because you didn't have any other games you got way more stats than someone that hadn't done that, you had all the built up EVs turned into stats when you finally broke the game and caught missingno.

They might be, that's the max value of some variable type. Modern pokemon games have much lower caps and EVs are recalculated every battle. They were only calculated during level up in the early games.

You are thinking of Pok�rus, which is the virus pokemon get that give them double EXP. It's a good thing ignore the big scary icon make sure to share it with all your friends before you fight off the infection and are not longer contagious (you'll still get double EXP even after being cured though!)
