You are thinking of Pokérus, which is the virus pokemon get that give them double EXP. It's a good thing ignore the big scary icon make sure to share it with all your friends before you fight off the infection and are not longer contagious (you'll still get double EXP even after being cured though!)

Yes. It also stacks with macho brace so you get 4x EVs. The pokemon in the avatar is saying the posts.
