This is part of a larger Twitter war currently going between Thailand and China. It hasn't really worked out how the Chinese expected...

It’s probably a reaction to the big news in Japan the past few days: the thousands and thousands of crank calls coming from China related to the Fukushima water release.

TEPCO alone is apparently receiving 6,000 calls a day, which whatever, gently caress them anyway. But totally unrelated organizations are also getting harassed:
