His Cabinet is the perfect example of why we can't rely on "norms" to protect democracy. The Cabinet is supposed to be confirmed by the Senate, but you can get around that by putting in place an "Acting Secretary", and just... never replacing them. Since there isn't an actual rule against, only a "norm", you can just get away with it. This is the low hanging fruit when chipping away at a democracy.
