Knott's Berry Farm happens to have an observation deck: https://www.knotts.com/play/rides/sky-cabin And at the time this game came out (or at least in the years leading up to it), bag checks weren't as frequent or obtrusive as they tend to be now. No metal detectors either, except at Magic Mountain.
