A couple qualifiers: - Most think tanks want PhDs for senior staff. All Brookings fellows have PhDs. You can be a research assistant or associate there without a PhD - which often involves a fair amount of PR bullshit - but the serious work is getting done by PhDs. - "Policy counsel" jobs, i.e. policy jobs that focus heavily on laws and legislation, generally do require a JD. That said, it's a bad reason to go to law school. Law school is a bad idea in general. - If you want to go into "policy" writ large right now, learn data science and statistics first and foremost. I am comparatively weak on this despite having an advanced social sciences degree and it really hurts.
