For the people who survived, I'd imagine that passing on a message along the lines of 'For the love of any and all deities, do not repeat this' would be high priority. I honestly have no idea how it got the way it is in game, but it's pretty easy to see a general decision path that would make 'we do not go to the places of the old world, and we will shun the ones who do' seem like a sensible and relatively mild stricture. Add a few generations, and you might end up with the current state of things?
