There are also a huge number of municipal flags in the same vein. Collectively, they're a great argument against rule #4 as written, as almost all are either 1-3 stylized glyphs from the name (thus establishing meaning) or a local traditional seal.

The hypothetical weakness is that the style needs to be painted or precision-cut in the absence of modern printing, rather than bedsheeted together.

Then they'd presumably get the colors and details right, and you'd have Trier as pictured, Andlau as red on gold rather than red on white, and the Holy See with its specific crossed keys Burgkmair didn't want to bother drawing rather than the generic Third Crusade arms.

Any two of England, Genoa, Trier, and Constance could get sticky though.
