Oh, you should be able to eat the chip without being T7 (unless they've patched it, as it's worked on lower tier skills for me), it also will allow you to train the Battlecruiser Command skill once that is done. I am unsure if this is a bug or intended behavior. Though, you should be at T7 by the time 21 days has passed anyways, as long as you don't let the queue run dry.

I do hope they bring in abyssal deadspace for moneymaking, they're blitzable, and great money for cruiser/frigate ratting, and they don't depend on external factors like system quality.
