DIRECTIVE 236: Promote pro-social values
Someone at AKI or THQ clearly liked Raven. The Flock was presented as a force on par with both nWos, he was on the cover, and they gave him lots of unique animations. No idea why but it gave me a thrill to run into the turnbuckle and do the Raven sit even though it did no damage to your opponent.
