Usually, enforcement consists of regulating retailers. If you aren't allowed to advertise and sell rain barrels, it'll be a lot less common for people to have them. Another one of those cases where only the hardcore have one and they're negligible. Colorado basically supplies water to almost everywhere, so rain barrels are restricted and everyone knows it.

Even cheap solar recharged LED lights are super impressive just in terms of how long they last. Even here in the PNW they hold enough charge in the winter to be useful. I have some that are about 10 years old that still work.
