Are you getting Cleveland and Cincinnati confused because that article doesn't mention the Bengals OL:

there's a backlog of WRs trying to get in (e.g. Torry Holt has amassed better numbers, was a member of an All-Decade team and still isn't in) and also his persona probably doesn't do him any favors with the kind of people who vote inductions
