Perhaps the appropriate response to the Japanese offer is a public show of appreciation for their willingness to engage with us in good faith, a private rejection of their offer as "too far, too fast" and a proposal for formal discussion regarding trade and cooperation links, with the intent of constructing an instrument acceptable to both parties. Diplomacy is a long game, comrades, there's no need to rush into things. Let them save face, generate some good will with the public on both sides, and keep the lines of communication open.
