The fertilizer stays present for 10 hours and I think you only get full value from its added stats if your rice is absorbing nutrients efficiently during that time. Which means it has to be sunny or at least daytime, not dehydrated, and not already fully grown. Nutrients also get wasted if your field is prone to weeds and I believe during the part of it's development when it grows barren offshoots.
