Regardless of the articles assertion, Carnegie Mellon and Pittsburgh are one of the hubs nationally (and most certainly state wide) about autonomous vehicle development. I'm assuming this was a minor thing to allow for testing without having to worry about getting ticketed for riding a bike on a sidewalk or whatever.
