Especially when it comes to rear impacts which I don't think anyone tests for.

Similar to how poorly most cars performed in the small offset test when it first came in, no one was designing for it because there was no incentive.

Most rear impacts have a delta speed of 20 mph or less, so that's how the seats are designed. IIHS has been testing front seat design during rear impact for almost a couple of decades.
