It's the first part that seems to work during scav raids. Or maybe I found one during a PMC run and forgot.

The other part is going into the trader screen in the games menu and clicking 'Turn in'. You can't do that during a Scav OR a PMC run - since you have to be in the games menus.

 More inventory space is a noob trap and only encourages gear fear. There is no (realistic) limit to your roubles so just liquify your bags, vests and guns!
