I think one other problem with P5 is that the final month doesn't have as good of a 'doom and gloom' feeling compared to the other two modern games. P3 had more and more of the city turning into the Lost. P4 was just gloomy with the fog everywhere and more people buying gas masks. P5 you had... more and more people cheering on Shido?

I read that part as a continuation of the "it's about bad structures, not bad individuals" theme, and the Phantom Thieves coming to that realization almost too late in the story. Not that any of this resembles the real-world state of politics or anything. Couldn't be us! It's depressing to the PTs, sure, but it's also extremely frustrating. I think that's the tone that the final month is supposed to convey: "we've spilled blood, sweat, and tears hitting all of these targets. What the hell are we supposed to do next? How is the deck STILL so stacked against us?" I agree that the writers could have done a better job of conveying that on a personal level, though.
