Out of curiosity--since I haven't seen it mentioned yet--do you have CSM (Compatibility Support Module) disabled in your BIOS? The problem you're describing after enabling Resizable BAR (the PC appears to boot, but there's no video) appears to be directly related to this. CSM should be disabled if you're attempting to enable Resizable BAR.
