NAFTA, crime bill, repeal of Glass-Steagall, destruction of Great Society welfare, but mostly because he is the reason dems abandoned their traditional base of the working class, unions, minorities gained by LBJ after 1968, and everyone else who ever supported them to pursue big money donations by corporate interests in order to just become the republicans lite. He was the architect of the current neoliberal order where the US became a two party state with both parties believing in exactly the same things economically, with only culture war poo poo differentiating them.

He's in exceptionally evil company so he's by no means the worst but his crimes are many some of the longest reaching if only because the damage brought by his successors has been amplified by the fact that there is fundamentally no opposition in government. There is no other constituency with representation and that came about through the actions of Clinton.
