This placement/lack of labeling has led to people damaging their cars (the "emergency" release doesn't always slightly lower the window which can be caught on the top "lip" of the frame for the doors). My main issue is that there should not have to be a secondary release. In any emergency anything that needs to be used should be immediately obvious and having a secondary item that is not commonly used is poor planning.
