Assuming this is on the up and up; file a couple police reports just to document the cases. Doesn't mean they will do anything, but its reported at least. Then notify the local newspaper and TV station (they probably won't care), assuming your friends are good to tell their end of the tale. This blows things up; which you have to judge everyone's comfort level, but a scammer might not like to hear their actions are being documented publicly. Then murder him. Carbon monoxide his rear end with one of the cars if its parked in a attached garage.
