Steam regional pricing can be an issue indeed sometimes when the difference is about 10%, one needs to try them one after the other or look the price difference on steamdb and the like sometimes, also sites like https://gg.deals/wishlist/ and https://isthereanydeal.com/ may help tremendously to find other places to get steam keys. Gifting outside Steam, or Steam keys from Humble is okay as long as everyone involved agrees on and is happy with it and it hits the price point for Steam. I'd say throw in a couple more cheap games to make up for the inconvenience and to make it over the minimum, though. It's better to ride less times, than try and game the system by hitting the minimum each time. People do pay attention to what you give, and give like in return!
