I think this was some local oligarchs who wanted to go back to the kayfabe of democracy, because that acts as the most effective way to take actual revolutionary sentiment and destroy it.

Though it likely had the state department’s blessing since they know the successor will be another puppet.

Not like the US hasn’t interfered in Haiti’s business for every year of its existence or anything.
