Was looking at the draft pick value chart and noticed that with #22 and #59 the Packers could theoretically trade up with either Houston at #13 or Baltimore at #14. This would let them grab either someone like George Karlaftis or Devonte Wyatt. The problem is by doing that, the Packers will likely miss out on grabbing one of the receivers from the top group at #28 and will have to "settle" for someone like Christian Watson in the second. There's several teams in the teens, early 20s that really want a WR. Having four draft picks in the top 100 is also itself valuable as it helps the Packers navigate the cap situation in the next couple years. So between these two caveats, if they do trade up I think it's gotta be for a WR.
